Joint Cultural Heritage – Source for Development of Entrepreneurship in the Black Sea Basin – TREASURE

The project „Joint Cultural Heritage – Source for Development of Entrepreneurship in the Black Sea Basin – TREASURE”, eMS code BSB-371 is financed by Joint Operational Programme Black Sea Basin 2014-2020, Priority 1. Promote business and entrepreneurship within the Black Sea Basin, Specific Objective 1.1 – Jointly promote business and entrepreneurship in the tourism and cultural sectors.

The financing Programme has as wider objective “to improve the welfare of the people in the Black Sea Basin regions through sustainable growth and joint environmental protection”.

The total available financing ensured by Neighborhood and Enlargement Instrument (ENI) funds has a value of 49.038.597,00 Euro, plus 10% that represents the national co-financing.

The first call for project proposals was opened for a period of 4 months, during period January 31st - May 31st 2017. This project is one of the 24 projects approved within the first call, with a value of the ENI funds requested by approximately 18, 8 million Euros.

PERIOD

The implementation period of the project is 24 months, during period 18.08.2018 – 17.09.2020

OBJECTIVE

The overall objective of the project observes the general objective of the Joint Operational Programme Black Sea Basin 2014-2020 and refers to the joint promotion of business and entrepreneurship in the tourism and culture sectors in the partner regions of the Black Sea Basin.

FINANCES

The financing sources are ensured in conformity with stipulations of the Subsidy Contract no. 103382/11.09.06.2018, code eMS BSB-371, referring to funds allocated from European Neighborhood Instrument - ENI (92%) and co-financing funds from partners involved in the project (8%).

SUMMARY

The Black Sea Basin Joint Operational Programme 2014-2020 represented the financing opportunity for the creation of a partnership between the following EU and non-EU partners: Constanta County Council as Lead Beneficiary, together with partners: Bulgarian Association for Transfer of Technology and Innovation - Bulgaria, Ungheni District Council - Moldova and Enez District Administration - Turkey, in order to sustain the financing for project "Joint Cultural Heritage - Source for Development of Entrepreneurship in the Black Sea Basin".

The cooperation of the communities from the Black Sea Basin involved in the project emerged from the common interest to solve common problems and to create favorable conditions for the sustainable development of an entrepreneurship in the culture and tourism sector. This project aims at developing specific activities (creation and equipping of infrastructure with specific equipment, research and museum exposition of the natural, cultural underwater and classic heritage), so that at the end of the project, the partners benefit from equipment and valuable facilities (e.g. diving equipment and traditional and digital display including rehabilitating a center building in Enez) promoted in a modern way (album and digital maps, festival, site and common event).

The activities implemented within this Black Sea Basin partnership rely on sharing human resources (joint team management), natural resources (natural and cultural heritage) and also financial resources (the total value of the project of 939.544,00 Euros).
