CONSTANȚA COUNTY COUNCIL, ROMANIA

General information

Constanța County Council is the local public administration authority that coordinates the activities of all commune, city and town councils in order to provide county public services. It was established in June 1992, according to Law no.69/1991 on local public administration. In Constanța County there are 70 administrative-territorial units (58 communes, 9 cities and 3 municipalities). The institution fulfills the following main categories of attributions:

  1. the establishment, organization and functioning of the specialized apparatus of the county council, of the public institutions of county interest and of the autonomous societies and administrations of county interest;
  2. the economic and social development of the county;
  3. the administration of the public and private domain of the county;
  4. tasks regarding the management of public services of county interest;
  5. the interinstitutional cooperation at internal and external level;
  6. other duties stipulated by law.

In accordance with the legal regulations in force, Constanța County Council has an internal specialized administration structure that comprises 14 departments and various subordinated institutions in the following domains: culture, special education, health, social assistance, public services of county interest.
Constanța County Council has proven over time that it has the professional and financial capacity to manage a considerable number of projects with non-refundable financing, under various structural instruments. In fact, at institutional level, various projects financed by Regional Operational Program 2007-2013, Increase of Economic Competitivity Sectoral Operational Programme, Romania-Bulgaria CBC Operational Program, etc were sustained efficiently.

Project activities and results

Activity T1.1 – Equipping the Museum of National History and Archaeology Constanta with specific equipment for the laboratory of underwater archaeology

Museum of National History and Archaeology Constanța is a public institution subordinated to Constanța County Council. The Museum has established a laboratory for underwater archaeological research in 2016 and their appointed staff is specialized in this domain, but the only vulnerability is related to the scarce material resources available. By procurement of this specific equipment, the development of the underwater archaeology department within Museum of National History and Archaeology Constanța is meant to complement historical and archaeological data of the cross border area in the Black Sea Basin.

Activity T2.1 – Creation of a digital map of underwater archaeological heritage in Romania

The digital map will include the underwater archaeological sites situated in natural and cultural heritage for the region of the Black Sea Basin, in Romania. The digital map will contain data and information specific for each underwater archaeological site and it will be available the official website of Constanta County Council, the National Museum of History and Archaeology and the websites of partners from Bulgaria, Moldova and Turkey.

Activity T3.1 Holograms creation for the archaeological sites of the natural and cultural patrimony in Romania

During this project activity, the holographic projection equipment will be purchased and holographic projections of 12 sites belonging to the natural and cultural patrimony of Constanţa county will be created. After receiving the equipment, the personnel from the National Museum of History and Archaeology Constanţa will be trained in order to operate this equipment in an efficient manner.

Activity T4.1 Equipping the project implementation team

During this project activity the following equipment will be purchased: 10 laptops to be used by the implementation team members, in order to maintain a permanent communication between partners, 3 multifunctional printers and 1 vehicle that will be used by the management team, having in mind the necessity to travel on long distances in order to ensure the proper implementation of the project.

Activity C.1 Communication start-up activities

After signing the subsidy contract, the institution will issue a press release announcing the project, the general objective and the specific objectives, the activities and the results of the project.

Activity C.2 Press conference

At this conference, the cross-border project and the partnership signed by all the EU and non-EU partners will be promoted Constanţa County Council - Lead Partener Lider and the partners: Bulgarian Association for Transfer of Technology and Innovation-Bulgaria, Ungheni District Council-Moldova and Enez District Administration-Turkey. In the first year of implementation, Constanţa County Council will organize the opening conference that will present the project, the main activities and the results that will be achieved after the implementation period. The press conference will take place in Romania. At this conference, representatives from MNHAC, media, local and regional public institutions and other factors interested by the implementation of the project will be invited. The aim of this activity is the growth of the programme visibility, information of the general public on objectives, main activities and also promoting the infrastructure that will be created during the implementation.

Activity C.3 Promotional materials

In order to promote the project “Joint Cultural Heritage - Source for Development of Entrepreneurship in the Black Sea Basin” several types of promotional materials will be created – pens, key chains, agendas, flyers, medals and plaques, all personalized with a historical objective of the cultural and natural patrimony from Romania. The flyers will resume the main activities of the project and the main results after the implementation process is finalized.

Activity C.8 Digital activities

A project internet site will be created and will provide information regarding the activities and results obtained by all partners during the implementation period and also will promote the created, rehabilitated and developed infrastructure, in order to create favorable conditions for businesses and entrepreneurship in the Black Sea Basin area, in the cultural and touristic sectors.

Activity C.9 Public events

The press conference at the end of the implementation period will be organized in Constanţa, România and will have as guests the representatives of the local public institutions and media representatives. At the end of the project, a press release will be issued in order to announce the dissemination of results and achievement of the objectives of the project.
